The UK government is testing out a fresh approach on leaving the EU, though this should not be confused with a policy reversal. The adjustment is primarily tonal.

Speaking at a local economic summit recently, the finance minister listed Brexit together with the COVID-19 and austerity as causes of persistent economic lethargy. She repeated this perspective at an International Monetary Fund gathering in the US capital, noting that the country's productivity challenge has been worsened by the manner in which the UK left the EU.

This was a carefully worded declaration, attributing harm not to Brexit itself but to its execution; faulting the officials who handled it, not the public who supported it. This distinction will be crucial when the financial plan is presented soon. The aim is to assign certain economic problems to the agreement reached under previous leadership without appearing to dismiss the hopes of those who voted to exit.

Financial Data and Expert Opinion

Among evidence-focused observers, the economic argument is mostly resolved. The Office for Budget Responsibility calculates that the UK's sustained output is 4% lower than it would have been with ongoing European partnership.

The classic incumbent strategy in a two-party system is to assert responsibility for fixing the previous administration's mess and caution voters. The rise of another party makes things harder.

Policy differences between the two parties are minimal, but voters notice personal rivalry more than ideological alignment. Those attracted to the Reform leader due to distrust in establishment—especially on border policy—do not view Reform and the Tories as similar entities. The Conservatives has a history of permitting entry, while Reform does not—a contrast Farage will consistently highlight.

Shifting Rhetoric and Long-Term Planning

Farage is less eager to talk about EU exit, partly because it is a legacy jointly owned with Tories and also because there are no positive outcomes to highlight. If challenged, he may contend that the goal was sabotaged by flawed implementation, but even that defense acknowledges disappointment. Simpler to redirect conversation.

This explains why the government feels increasingly assured bringing it up. Starmer's address to supporters marked a significant shift. During his address, Starmer did not fully embrace old remainer rhetoric, but he hinted at familiarity with past claims. He referenced "Brexit lies on the side of that bus"—alluding to leave campaign pledges about health service money—in the framework of "dubious solutions" promoted by leaders whose easy fixes worsen the country's challenges.

Departure from the EU was equated with Covid as traumas faced by the public in recent years. Comparing Brexit to a disease indicates a tougher tone, even if the financial steps currently under discussion in EU headquarters remain the same.

Challenger Attacks and Governing Reality

The aim is to connect the Reform leader to a well-known example of deceptive campaigning, implying he is unreliable; that he exploits discontent and sows division but cannot manage effectively.

Recent suspensions of four Kent councillors from the party's administrative wing supports that narrative. Leaked footage of a video conference showed internal disputes and recrimination, highlighting the challenges amateurs face when delivering public services on limited budgets—much harder than campaigning about reducing inefficiency or controlling immigration.

This criticism is effective for the government, but it requires the government's service delivery being sufficiently strong that electing Reform seems a risky gamble. Moreover, this is a message for a later election that may not occur until the end of the decade. If the leadership wish to be seen as alternatives to populism, they must demonstrate in the interim with a positively defined agenda of their own.

Final Thoughts

Restrictions exist to what is possible with a change in tone, and the clock is ticking. How much easier to argue now that EU exit is harmful and his promoter untrustworthy if they had said so earlier. What additional choices might they have? Should they receive credit for acknowledging it today when alternate justifications are exhausted? Certainly. But the problem of arriving at the evident truth via the most circuitous route is that people question the procrastination. Beginning with honesty is faster.
